emit_x64_vector: GNFI implementation of EmitVectorLogicalShiftLeft8

Same principle as EmitVectorLogicalShiftRight8. An 8x8 galois identity
matrix is bit-shfited to allow for arbitrary 8-bit-lane shifts.
