An arithmetic shift is by definition a signed shift, and a logical shift is by definition an unsigned shift.
- Rename VectorLogicalVShiftS* -> VectorArithmeticVShift*
- Rename VectorLogicalVShiftU* -> VectorLogicalVShift*
